The Past or Present contracts described below are relevant regarding our capabilities and performance and document that SMR has broad based experience and integrates its’ on-site organizations to create an efficient, Professional and cost-effective operation.

►   PRECISION MEASUREMENT EQUIPMENT LABORATORY (PMEL) at TINKER AFB, OK   ◄

SMR provided Management, Administrative and Operational support services for the Precision Measurement Equipment Laboratory (PMEL) located at the Oklahoma City Air Logistics Center (ALC), Tinker Air Force Base, OK. Services included the total administration, clerical, Hazmat control and monitoring, shipping, receiving, inspection, inventory control, alignment, troubleshooting, repair, logistic support, calibration and certification of approximately 32,500 units of Test Measurement and Diagnostic Equipment (TMDE) annually, the complexity ranging from computer-controlled Automatic Test Equipment (ATE) with memory capabilities to single function items.  Items serviced are comprised of electronic, electrical, electro-mechanical and mechanical items of TMDE in support of Oklahoma City ALC requirements.  The USAF Facilities and Equipment Management software (FEMS) is employed on this project.

►   PRECISION MEASUREMENT EQUIPMENT LABORATORY at FE WARREN AFB, WY   ◄ SMR provides management, Administration and Operational support for the Precision Measurement Equipment Laboratory (PMEL) located at FE Warren AFB, WY.   Services include management, administration, shipping, receiving, Hazmat control, inspection, documentation, inventory control, alignment, troubleshooting, repair, logistic support, calibration, Quality Control and certification of Precision Measurement Equipment.  The software employed in developing reports and documentation for this project is the USAF PAMS system.

SMR provided Management, Administrative and Operational support services for the Precision Measurement Equipment Laboratory (PMEL) located at the Warner Robins Air Logistics Center (ALC), Robins Air Force Base, GA. Services included the total administration, clerical, Hazmat control and monitoring, shipping, receiving, inspection, inventory control, alignment, troubleshooting, repair, logistic support, calibration and certification of approximately 39,000 units of Test Measurement and Diagnostic Equipment (TMDE) annually, the complexity ranging from computer-controlled Automatic Test Equipment (ATE) with memory capabilities to single function items.  Items serviced are comprised of electronic, electrical, electro-mechanical and mechanical items of TMDE in support of Warner Robins ALC requirements.  The USAF Facilities and Equipment Management software (FEMS) is employed on this project.

►   PRECISION MEASUREMENT EQUIPMENT LABORATORY at MAXWELL AFB, AL   ◄

SMR provides Management, Administration and Operational Support for the Precision Measurement Equipment Laboratory (PMEL) located at Maxwell AFB, Al.  Services include management, administration, shipping, receiving, Hazmat control, inspection, documentation, inventory control, alignment, troubleshooting, repair, logistics support, calibration, Quality Control and certification of Precision Measurement Equipment.  The software employed in developing reports and documentation for this project is the USAF PAMS system.

►   MANAGEMENT, CALIBRATION, REPAIR & INVENTORY CONTROL OF RADIAC EQUIPMENT   ◄

SMR furnishes the services of highly skilled Management, Administration, Program Management and RADIAC Technical personnel to wipe test equipment, leak test sealed sources, clean, paint, repair, perform field changes and modifications on, operationally check, calibrate, and overhaul RADIAC equipment and calibrators. SMR also provides dedicated shipping, receiving and scheduling personnel since this project also includes facilities management, shipping, receiving, purchasing, Hazmat and strict inventory control. These services are performed at the U.S. Naval RADIAC Repair and Calibration Facility located at the U.S. Naval Station Mayport, Florida; and the U.S. Naval RADIAC Laboratory Facilities including test and evaluation, pre-calibration screening/repair, and standardization/calibration located in Charleston, South Carolina. 

►   TMDE CALIBRATION AND REPAIR SERVICES  ◄

As a sub-contractor to Unidyne Corporation, SMR provided all equipment, materials, technical orders and personnel for specific on-site calibration support requirements located at Hill AFB, UT.  The workload consisted of test stands, jet engine test cells, ATE systems, and associated items requiring calibration and support services.  SMR calibration technicians calibrated and repaired the entire assets of the Air Logistics Command Work centers equipment within budget and allotted time.  This was significant considering that the majority of the equipment required extensive repair in addition to calibration.

►   FOREIGN MILITARY SALES (FMS) SHIPBOARD TRANSITION TECHNICAL TRAINING PROGRAM AT VARIOUS SUPPORT SITES WORLD WIDE     ◄

The requirements of assuming U.S. Navy infrastructure for engineering, technical, and logistics support services for U.S. ships transferred to foreign governments are unique.   To support this requirement VSE Corporation formed the BAV Division, dedicated solely to NAVSEA PMS 380’s ship transfer and follow on support program under what is commonly called “The Supportability Contract.”  BAV provides worldwide support services for DDG 2, FF 1052, FFG 7, and LST 1179 ship classes.  As a Team member of “The Supportability Contract” and subcontractor to VSE Corporation, BAV Division, SMR provides on-site formal and on-the-job (OJT) training for foreign Naval personnel in ship operations including Damage Control, Engineering, Readiness Assessments, Fast Cruise, Dock Trails, Technical Documentation Management, Light Off Assessments (LOA) and Safe to Sail Assessments. Additional training is also provided in the formation of Engineering Casualty Control Training Teams, Industrial Management and Shipboard Preventative Maintenance Programs in CONUS and foreign locations worldwide.

►   TRAINER MAINTENANCE  ◄

SMR performed a variety of tasks providing on-site and depot level engineering services, and equipment maintenance services for the Naval Aviation Maintenance Trainer Group. SMR personnel analyze, evaluate, repair, and calibrate and/or over haul U.S. Navy Aviation Trainers, Systems, and sub-systems to an effort necessary to restore trainers to complete 100% fully operational condition. Services encompassed preventive and corrective actions; alteration; rework; modification, test and evaluation; Quality Assurance (QA); checkout of rotary and fixed wing maintenance trainers and the development of requisite reports, manual revisions and technical data. Work was accomplished at various customer sites or at the SMR Pensacola facility in cases of major overhaul. SMR provided qualified engineering, technical, and support personnel to perform: Naval air maintenance trainer evaluation; material support; on-site rework and emergency repair service; engineering and technical data services; depot level maintenance and modification of NAMTS; facilities and equipment, and other requirements.  Throughout the performance period of this contract, a total of 7 Delivery Orders were issued. Each Delivery Order was completed On Time and under Allocated Budget. Specifically, Delivery Order #7 was completed on time and over $100,000.00 under budget. This amount, through mutual agreement, was reverted back to the Navy to be used on other efforts.

SMR furnished all personnel, materials, services, facilities and equipment necessary to provide for the translating and transcribing/typing of audio cassette tapes of Agency hearings conducted in Spanish regarding claims that have been appealed to the Office of Hearings and Appeals Council and/or to the District courts.  The SSA’s, OHA processes very large volumes of recorded tapes of Agency hearings dealing with survivors, retirement, disability, and Medicare benefits and Medicaid participation.  Services included the responsibility to provide translating and transcription services on 1-, 5-, and 10-day turn-around basis, quality review, and pick-up and delivery services for the SSA.   The transcripts prepared become part of the official administrative records of the appealed claims and are considered as evidence in deciding on the merits of those appeals.

As such, the translator must accurately translate ambiguous and unclear statements. SMR personnel perform a Variety of administrative and clerical functions in support of contractual requirements. Specific requirements include:

√  Comprehension and the ability to write clearly and idiomatically in the target and the source language.

√  Up-to-date general and specific knowledge of legal proceedings.

√  The application of appropriate translation strategies.

√  The ability to understand and management the stylistic requirements of texts from various fields, i.e. technical, business and legal.

√  Clear and precise communication skills to communicate positively and effectively with interpreters, judges, and clerks of the court.
